The municipality of Gloria is an essentially rural community that is heading towards urbanization. Its intent of becoming a well-planned municipality necessitates an administrative machinery that is capable of meeting head-on the challenges that all developing municipalities undergo. 

The municipal government has a total of 91 personnel, and Gloria had a 2007 population of 54,122. Theoretically, therefore, every employee of the municipal government serves 393 people in Gloria.
There are 13 major departments in the municipal government, which perform service delivery functions and development planning responsibilities.
