A. Social Services Sector 
1. Health & Nutrition Sub-Sector
Objectives:
a. Reduce morbidity rate
b. Reduce mortality rate among the infants, children aged 1-5 years old and the general population
c. Increase the percentage of immunized 0-11 month-old children
d. Increase the percentage of women provided with pre-natal care
e. Improve the ratio of public health workers to population
f. Increase the number of barangays with functioning barangay health centers
g. Enhance effectiveness of the Municipal Health Board 8. Reduce malnutrition rate
Policy Decisions
a. Identification of promotive and preventive health care
b. Strengthening of the Municipal Health Board
c. Continuous capability building among volunteer health works (BHWs and BNSs) in the barangays
d. Maintenance of municipal and barangay health facilities
e. Ensure availability and accessibility of medicines
f. Enforcement of locally, appropriate national health-related laws and provincial and municipal ordinances
g. Maintenance of Philhealth accreditation
h. More active implementation of Nutrition and 9. Population Management Programs
2. Education Sub-Sector
Objectives: 
a. Provide scholarship and educational assistance to poor but deserving students
b. Repair/Rehabilitate/Improve classroom and other functional facilities among public elementary & high schools
c. Conduct local sports program and partici- pate in the unit, provincial & higher level sports competition
d. Conduct academic and other non-academic competitions
e. Enhance effectiveness of the Municipal School Board
f. Increase percentage of barangays with functioning pre-school centers
g. Increase elementary school participation
h. Increase Secondary School enrollment rate
i. Improve secondary level graduation rate
j. Monitor status of tertiary school completion rate
k. Improve literary rate
Policy Decisions
a. Scholarship grantees will be properly screened judiciously relected based on the ARAL project
b. Improvement of learning facilities will be prioritized based on urgency, magnitude and size of beneficiaries
c. Outstanding athletes and academic winners will be recognized by LGU and may also be granted w/ financial reward
d. Regular conduct of their mandated function will be observed by the Municipal School Board
e. Availment of the PPSKA & other province- led programs on education
f. Continuous advocacy on the implementa- tion of CBPS in the barangays
g. Scholarship grant opportunities from PGOM, DOST, TESDA, OWWA and other institutions will be widely dissimi nated
3. Housing Sub-Sector
Objectives: 
a. Provide poor families decent housing and basic amenities
b. Establish data on total number of families below subsis- tence level vs. population (poor/indigent) PWD (Persons with Disabilities) DC (Day Care) IP (Indigenous People)
Policy Decisions
a. Availment of the housing program of the national government; Introduction of low- cost forming technologies to existing resettlement areas; Strengthening of family organization in the Core Housing Sites
b. Establishment of poverty-related databases
4. Peace, Security & Disaster Preparedness Sub-Sector
Objectives: 
a. Increased number of families accessing social services
b. Formulate and implemente: a) Integrated area/community public safety plan b) Disaster Risk   Management Plan
c. Provide adequate services geared towards the promotion of the welfare of every child and ensure protection from abuse, neglect and exploitation
d. Develop the youth age 15-30 yrs. old and single to become self-reliant and economically productive & socially respon- sible citizens
e. Promote the welfare of women for the prevention of abuse and exploitation
f. Maximize the contributions of senior citizens in nation building
g. Provide of services on disability prevention, rehabilitation and equalization of opportunities
h. Restore, strenghten and enhance positive family values
i. Increase the number of mangyan families with access to basic services and sustai- nable ancestral land ownership
k. To lessen/reduce the effect of disaster, whether natural or man-made
l. Strengthen the organization of women, youth, senior citizens, PWD, DC parents, IP and solo parents   
Policy decisions
a. Full implementation of social welfare development program and services
b. Participatory and practical planning pro- cessess will be observed
c. Promotion and advocacy of child's rights and implementation of children's program
d. Strengthening of WCP-GPYA at the Municipal & barangay levels
e. Promotion of skills enhancement for employment
f. Implementation of RA 9257
j. Advocacy on the implementation of Magna Carta for disabled person
k. Prevention of family breakdown and promotion of community welfare and development & community participation
l. Development of sustainable mangyan program
m. Education of people on disaster mitigation and preparedness
n. Institutionalization of Disaster Response Office/Desk
o. Promotion of right of different sectors to participate in nation building
